Sectors

Government intentions for a deposit can take shape among advisers, factions and foreign partners before a formal decision is made. A project may be fully licensed yet face opposition from a community, governor or traditional authority whose support the formal process has not secured. Periplus examines where authority and consent sit, from community to centre of government, and whether the understandings supporting a project are likely to hold as prices or governments change.
A spectrum award, landing right or licence renewal can turn on where authority sits within a ministry and on commitments made before the formal process begins. Periplus establishes who can move or delay the decision and tests a counterparty’s claimed access to government. The assessment addresses whether approval is likely to come within the commercial timetable and whether it can withstand a reshuffle or change of policy.
How a production-sharing agreement is implemented can depend on the balance of authority within the national oil company and its relationship with the ministry. A change of minister or political sponsor may affect cost recovery, lifting schedules and renegotiation pressure. Port authorities, customs officials and commercial intermediaries affect a corridor’s costs and reliability through their influence over access and clearance.
